David Grusch's 2023 testimony and the AARO review
01 · OVERVIEW
Case overview
On 26 July 2023, former U.S. Air Force and National Geospatial-Intelligence Agency officer David Grusch told a public House subcommittee hearing under oath that people he interviewed had described a decades-long, undisclosed UAP crash-retrieval and reverse-engineering effort involving government and private contractors. In public, he did not establish that he had personally seen the alleged craft or material; he said his account relied on testimony, documents and photographs provided by other officials. Former Navy aviators Ryan Graves and David Fravor also described unexplained objects and flight-safety concerns, but their firsthand encounters did not by themselves substantiate Grusch's separate allegation of a hidden retrieval program.

Nature of the evidence
The 26 July 2023 hearing and sworn testimony of the three witnesses, Grusch's documented military and intelligence career, and AARO's 2024 historical report and Defense Department statement are matters of public record.
The central claims involving crashed non-human craft, non-human biologics, a concealed retrieval and reverse-engineering program, and illegal withholding from Congress have not been independently established by publicly available physical evidence. Sworn testimony is significant evidence for investigation, but it does not by itself prove the underlying claims.

Counterarguments and disputes
Firsthand experience versus reported information
Grusch's public account centered on information reported to him by multiple people. Graves and Fravor described their own flight encounters, but neither testified to personally verifying a retrieval or reverse-engineering program.
Limits of the public evidence
Grusch said some details could be discussed in a classified setting. The public hearing therefore cannot test every allegation, but the asserted existence of non-public material cannot itself be treated as public verification.
Scope of AARO's conclusion
AARO concluded that its review found no verifiable evidence for the alleged extraterrestrial-technology programs. That does not mean every UAP report has been resolved, nor does an unresolved observation establish extraterrestrial technology.

Provisional conclusionGrusch's testimony is an important record of Congress publicly examining access to and oversight of UAP information. The currently public record does not establish the existence of a non-human craft retrieval and reverse-engineering program. This file therefore keeps the documented fact of the testimony separate from whether its allegations have been proved.
